temperatures dipped below freezing. >> breaks outside the house. pipes not insulated. pvc cracks. >> reporter: workers attended to broken pipes and busted water heaters. >> one of the coldest winters i could remember. >> reporter: this valve cracked. in pleasant hill, 20s, a homeless man was airlifted to the hospital with burns, his tent caught fire after he lit a candle to stay warm. in oakland, black ice blamed for spin outs, causing police to shut down the street. news chopper 2 over the area this morning. >> reporter: and back here, the ice rink wrapped up one of its busiest seasons ever thanks to the cold temperatures. a few groups will practice this week before a private event on

this weekend and leaders are at odds on how to fight it. ktvu's allie rasmus is live with the tactics to crack down on this. >> reporter: some say the mayor should declare a local state of emergency to get more officers on the streets. but the mayor jean quan and the police chief say that is not the solution. >> the mayor and police chief spoke. the child's mother was standing by as leaders declared they were already getting outside help. >> we have specific requests from the government, they have responded by sending us u.s. marshals. >> reporter: 15 people were shot this weekend and 4 people killed on friday. he says 90% of the crime that

happened in oakland stems from a feud between two gangs. >> if we know who they are we should focus on them. that is the difference between what local state of emergency versus what we are doing right now. >> declare a state of emergency says that you got serious problems. and nobody wants to admit to the fact that we have serious problems. >> reporter: he says declaring a local state of emergency would allow the city to ask for more outside help. oakland has 616 police officers now. >> we need more officers on the street. >> reporter: the chief says the best long term solution is training more police officers. there are three police academies in the work that will add 60-70 police officers by next spring. allie rasmus, ktvu channel 2 news. police are investigating a shooting that killed one person

and wounded another today. investigators were called to the scene about 2:00 p.m. this afternoon because of a shot spotter activation. they found one man dead in a backyard. the system detected between 8- 17 gun shots. >> the shooting happened at my mom's house. nothing like this ever happened. what the police said, had nothing to do with anyone in our house and we are glad that no one in our family got shot. >> a second person turned up at the hospital with gun shot wounds. no arrests have been made and police don't know if the shootings were gang related. we have new information on an attempted sexual assault that we told you about last week. police released a sketch of the attackers. he is an asian or hispanic male, 25 years of age, â0 160lbs, with a buzz haircut and slight beard growth. he was wearing a dark hooded

shirt and dark pants pants. he attacked a woman january 6 near 23 and church street. the victim screamed for help and someone came to her aid. 6th6th6th6th defendant pleaded guilty today. katherine wong was charged with murder, robbery in the death of stephen reid. he and a woman were found tied up last week. the woman was beaten but survived. all six are due in court february 4. judge sentenced a manager today to 12 years in prison for bilking investors out of millions. he was convicted in connection with the scam. he started rich clients and promises them returns of 20-

30%. oracle released an emergency fix for a flaw in its java software that raised a red flag with homeland security. they issued an alert saying it exposes computertuse tacts from -- computers to attacks from hackers. the department of homeland security says there are still flaws. they called the governor's budget's plan imbalanced. >> the administration has had to propose certain things to keep it in balance, build a reserve and fund certain priorities. >> they are projecting a $2 billion short fall. the difference is due tax

revenue projections n creased savings and repayments of loans. more and more commuters are riding the bart to work. ktvu's rob roth is in san francisco at one of two stations that bart is taking a close look at. rob? >> reporter: it is the heart of the evening commute and we are here at the bart station, this is the busiest station in the system and many commuters say it is too crowded. but bart is looking at ways to make the commute more comfortable. >> reporter: commuters at the bart station say -- >> it is hectic. >> reporter: gets more crowded by the day. with 391,000 passengers taking bart each week day, ridership is at an all time high and the two most crowded stations are embarcadero and montgomery and

that could get worse. ridership could hit $700,000 a day. >> bart staff is thinking about what type of solutions can we implement to address the growing capacity. >> reporter: such potential solutions could include escalators. make these seating areas smaller. it would save space. >> my only consideration would be the elderly. >> reporter: and bart is studying a plan to build two tunnels each that will allow passengers to board on two sides. >> this is a preliminary study and it shows it is feasible. >> i think that would be interesting. give it a new try. couldn't hurt, right? >> reporter: bart officials stress these are only
